At the TikTok Digital Summit 2026 in Istanbul, TikTok put a single forecast on the screen: content demand is expected to grow 5× by 2027. Their explanation was simple. Consumers are always on, culture updates daily, and creative demand has entered what TikTok called an always-on cycle.
If you run UA for an app, that sentence has a very practical meaning. Whatever number of new ads you ship today, the platform expects a multiple of it soon.
The math doesn't work by hand
Put TikTok's forecast next to two other numbers from the same presentation:
- Content demand by 2027
- 5×
- TikTok forecast
- Marketing budget growth, 2025
- 7.7%
- Flat after inflation · Adobe
- Marketers using GenAI for content production
- 84%
- Gartner
Demand for creative is heading toward 5×. Budgets are flat. The only way those two lines meet is if the cost of making one creative falls dramatically. Most marketers have already noticed, which is why the 84% figure exists.
A slide from BytePlus, ByteDance's enterprise AI arm, on the same stage put numbers on the traditional route:
- $1,000 to $50,000 per minute of video in freelancer or studio fees
- Weeks to months for shoots and post-production
- Less flexibility for A/B testing, because every variation costs another production cycle
- One-size-fits-all output, because localizing or personalizing each ad multiplies the cost again
At those prices, 5× more creative means 5× the production budget. Nobody has that. Even at the cheap end, a team making 20 new video concepts a month would be spending $20,000 before a single variation or localization.
TikTok's diagnosis: the old model was built for control
TikTok was unusually direct about why the current way of working can't scale. The traditional creative pipeline runs brief, produce, approve, launch, evaluate. TikTok's view is that it was designed for control. It does protect quality. What it can't do is keep pace with culture.
They listed three reasons:
- Budgets, talent, and time are finite. You can't hire your way to 5×.
- Manual handoffs between teams slow momentum. Every step from brief to launch is a queue.
- Slow pipelines turn creative production into a cost center instead of a growth lever.
Then came the part most AI pitches skip. TikTok said the industry has already solved volume, but not relevance. Plenty of teams are producing more ads. Much of it is noise. Their stated risk: scaling with low-affinity assets weakens brand equity.
So the goal isn't just more creative. It's more creative that fits your brand and your audience, produced fast enough to matter.
What TikTok is building in response
TikTok's answer is to make creative production agentic. Their Symphony suite is moving from a set of tools to infrastructure. It covers a creative studio for generating ads, AI search across a brand's existing content, AI search for matching creators, and a Symphony Agent. That agent feeds trends, cultural signals, and top-performing patterns straight into production.
TikTok's summary on stage
Know what to make. Create it faster. Scale it through infrastructure.
BytePlus made the same case from the model side, claiming more than 10× content velocity with AI image and video generation. Whatever you think of the exact multiplier, the direction is not in question. The platform that sells you the attention is telling you the ads to fill it will have to be made by machines.
What "handling it with AI" actually looks like
Using AI here doesn't mean typing a prompt and posting whatever comes out. That's the volume-without-relevance trap TikTok warned about. A workable setup has three parts, matching TikTok's own framing:
- Know what to make. Start from what's already winning in your category, not from a blank page. Real ads that are scaling right now are the best brief you can get.
- Create it faster. Generate new concepts from those references in your brand's look, then cut each one into the formats, lengths, and languages every placement needs.
- Scale it through a system. Launch, watch which concepts hold up past the install, retire the ones that fade, and feed the winners back in as the next references.
The human job moves up a level. Performance marketers pick which bets to make. Motion designers set the taste and direction instead of hand-building every variation. The machine handles the multiplication.
Where Pantheon fits
Pantheon is built around that same loop, for non-gaming apps. Ad Intelligence shows what's working in your category right now. Ad Create & Clone turns any reference ad into new on-brand concepts for your app. It doesn't start from generic templates. Variations & Localisations produces the cuts for every format, OS, and market. Campaign Management launches them and rotates in challengers before the winners fatigue.
5× is coming whether your pipeline is ready or not. The teams that get there first won't be the ones with the biggest production budgets. They'll be the ones who stopped producing by hand.
Bring one reference ad and see how far a single idea goes when the production step is automated.
